The UAE does most of its commercial search in English, which makes it reachable for work like this in a way that much of the region is not. It is also transient: a large share of the audience arrived recently, has no established supplier for anything, and finds one by searching. That is an unusually high proportion of genuinely new buying intent.
Dubai is competitive and Abu Dhabi and the northern emirates are markedly less so, and the same service term can be a different job in each.
